Um, I made something here for the HNAP plugin: https://github.com/metadata101/iso19139.ca.HNAP/pull/350
It has some code to package up mef files during build time, making it easier to manage the contents. If the approach is useful we could use it for other plugins … what do you think?

Looks really nice, I think can be useful for the bundled schema samples in GeoNetwork.
