Summary: Administrator has no permission to download a file
Initial Comment:
Here is a summary of the problem I encountered:
* An editor creates a record with a downloadable file.
* The editor sets the privileges of the metadata record
so that the record can be seen and the file downloaded
only by members of his/her group.
* I log in as a user with administrator profile and
when I try to download the file I get a permission error.
