Using a clean 2.6.0RC0 install. When i click the "help" link in the web
interface it takes me to:
http://localhost:8080/geonetwork/docs/eng/

However I get a 403 (forbidden). The documentation is actually in a
subdirectory:
geonetwork\docs\eng\users

Manually adding "users" to the url works fine.
