I made a pull request about restoring Shibboleth login for devel:

I based it on the work done on
https://github.com/geonetwork/core-geonetwork/pull/593 for 2.10.x
Additonaly, I added the functionality to combine shibboleth and LDAP
and save unknown users with a default profile on LDAP. We can still
use shibboleth and no ldap, or use both but not save users on ldap.
I am testing this on a production environment and it is working pretty
well, so unless any of you want to test and/or add something to the
code, I will just merge it.
