I have a suggestion
http://host/geonetwork/srv/en/xml.info?type=site
could contain a timestamp when metadata was last updated.
Then it is easy for another component to check if newer metadata has arrived.
Or can this be found elsewhere?

first
http://host/geonetwork/srv/en/xml.search?sortBy=changeDate&from=1&to=20
then based on latest changeDate
http://host/geonetwork/srv/en/xml.search?dateFrom=2012-04-19T11:43:20&sortBy=changeDate
