GitHub now supports maven (and other package repository structures directly) and has sent us an email asking that we avoid using https://github.com/geonetwork/core-maven-repo/ as a maven repository. One thing about advertising a maven repository is we have no direct control over how it is used by external parties.
The pull request README.md documents what is needed:
Historic use with 2.10.x builds will continue to work without change (2.10.x uses this repo as a submodule pointing to a specific revision)
Historic use with 3.0.x builds will continue to work without change. This branch already requires maven environment ~/.m2/settings.xml customization to redirect to repo.osgeo.org - an additional mirror redirection is required.
