Hi Guys,
I came across this bug while searching for csw-publication is not working
for users other than Admin
http://trac.osgeo.org/geonetwork/ticket/1061
but also says its being fixed in v2.8.0.RC0, currently using v2.10.0 but
still this issue is reproducible.
We are in the final stage of project completion, any help is greatly
regraded.

Thanks to all who gave a check for this issue.
The fix is the commit wasn't in the version we were running, cherry picking
the commit and applying to the GN fixed it
