Dear Stephen,
Make sure your Tomcat (or Jetty) generates log files. You can use those to analyze use of the site. A nice open source tool to do this is awstats (http://awstats.sourceforge.net) that you can set up on a server and that generates useful analysis output accessible through a browser.
Otherwise, you can also set an email address with a user group. on a download a message will be send to that email address.
