Hi,
I dont understand why my spatial extent window is empty apart from the
bounding box. If I upload the shapefile as .zip I could publish them with
the geoserver instance which gives me a success message and a proper
display of the surroundings (as the spatial extent window should show).
What is wrong with my setup?

The metadata bbox editor ? The search page ?

Hello,
The spatial extent area in the metadata view (simple) is empty, apart from
the bounding box. Here is a picture:

And the WMS is not configured correctly, the localhost address should be
changed to gissrv.aes.hs-owl.de:8080; seems like some config for the
geoserver is missing?

It seems your server cannot reach the OSM tiles.
You might have restriction to internet access from your server.
I think you need to setup http_proxy in your tomcat settings ?
-Dhttp.proxyHost=yoursite -Dhttp.proxyPort=8080
