Unfortunately, the whole geoserver csw-metadata-inspire subsystem seems
fundamentally broken. Or is it the documentation that is outdated?
I have tried to raise this as a bug on JIRA
https://osgeo-org.atlassian.net/browse/GEOS-10110?jql=project%20%3D%20GEOS%20AND%20text%20~%20CSW
and as a question on Stackexchange
https://gis.stackexchange.com/questions/402263/how-to-configure-csw-and-metadata-in-geoserver
but have received no useful response.
If this had worked as advertised, Geoserver could be very useful as a
qualified metadata repository along with its map services. But like Jukka
Rahkonen wrote:"Obviously it is not a very much used service among

It can still be used, but you have to grab the module from the nightly
builds:I have no idea if it's still working though.
