Hello, you can try this procedure, it's already operational
1- chose metadata for ISO at arccatalog
2- export to XML at arccatalog
3-save the file
4-open it with wordpad
5-select and copy
6-go to geonetwork
7-chose administration menu
8- XML metadata insert
9-click at the right button of the mouse and paste the data you have copy
10-chose style sheet "arccatalog8 to ISO 19115
11-chose Destination schema Iso 19115
12-click to insert
