What can I do to populate the empty items with swedish titles? There are
valid INSPIRE themes behind them.

Use a RDF thesaurus with Swedish translations. You can do this:
1. Go to
https://example.com/geonetwork/srv/eng/admin.console#/classification/thesaurus
(Admin Console -> Classification Systems -> Thesaurus )
2. Delete the current GEMET - INSPIRE Themes, version 1.0 (themes)

3. Add thesaurus -> From Registry
4. Use the INSPIRE Registry (to fill the URL field)
5. Choose the languages you want to provide to your users (English, Swedish)
6. Choose registry item class: INSPIRE theme registry and Theme
7. Click on the Upload button. This should download the thesaurus from the
INSPIRE Registry in the languages selected and install it in GeoNetwork.
8. Run a Reindex so the index contain the right data (I'm not sure if this
step is needed)
Another option could be to download the GEMET RDF file from GeoNetwork,
modify it to add your translations and upload it again to GN.
