We have the official version. Actually decreasing the upload size from 100Mb works fine for us too. But increasing it to 200Mb does not work.
Also in geonetwork 3.2 when I increased the maxuploadsize to 200Mb and tried to upload a 165Mb file, it did not show an error but it was unable to finish uploading and nothing occured.
Then I undeployed and deployed the geonetwork as you said I should do after changing config-spring-geonetwork.xml and config.xml. The the only thing that happens is that although the maxuploadsize is set to 200Mb, when I try to upload the 165Mb file it releases an error of uploading a big file. I think there is another file which manages the maxuploadsize.

It's strange there's no error in the log file for you. Do you have a custom
version of 2.10 or it's the official version?
