When harvesting from a WMS service the third checkbox says
Create metadata for layer elements using MetadataURL attributes (if existing, if not use GetCapabilities).
I'm presuming that these 'metadataURL attributes' refer to the the metadataURL that Geoserver allows you to add to a layer.
Our GeoNetwork is not recognizing these 'metadataURL's. Any ideas why not?

Yes, it looks for metadataUrl having type='TC211' or type ='ISO19115:2003'.
Maybe you could increase log level for harvester in log4j.cfg to get
more details.

Switching the Metadata links 'Type' in Geoserver to 'TC211' (format: 'text/xml') and re-harvesting resulted in a successful upload of the metadata into Geonetwork.
I don't understand why only TX211 is used by Geonetwork, and it seems to be an erroneous selection in Geoserver as the metadata is actually in FGDC format.
But ti works!
