Hi
You can develop a xslt to handle this transformation and add it to
GeoNetwork, so for example the *Metadata Import* feature has an option
to *Apply
XSLT conversion* that uses xslt processes available in
https://github.com/geonetwork/core-geonetwork/tree/3.4.x/web/src/main/webapp/xsl/conversion/import
If you add your xslt process to that folder, you can import the qmd files
in GeoNetwork and select to apply your xslt, so it will be converted to
iso19139 when imported.
Would be nice if you can manage a pull request for this, seems a nice
feature to have.
