Gabe, same as last month, I do not see the Windows Setup executable in the artifacts:
Compare to 2.27.4, where the winsetup.exe appeared days later:

If anyone wants to test this release using Docker, the image below was built at the same time as the release artifacts:
docker pull docker.osgeo.org/geoserver:2.28.x

Oh I see, the release guide says “if the .exe artifacts do not appear, ask GeoCat to investigate the Azure worker.” so I’m asking @jive
2.28.2 (using docker.osgeo.org/geoserver:2.28.x) is working for me, thanks.
What’s extremely interesting to me is my problem appears to be solved in this version (compared to docker.osgeo.org/geoserver:2.28.1). I was shocked, to say the least. I will test the proper release 2.28.2 as soon as it is ready, and report back.

The windows installer was fixed by Juan (the dockerfile was using windows server 2019 which was no longer available in azure.
