There are several tests in the community DDS/BIL module that are failing. There was some discussion on this issue attached to a pull request (https://github.com/geoserver/geoserver/pull/616), but no resolution.
I've looked at the BIL output produced in the tests, and it appears to be correct. I believe that the module is working correctly, and that the test is incorrect. The tests are a bit odd in that they only test the number of bytes returned, not the content of the response.
I'm willing to put a little time toward sorting this out. Is there a maintainer for this module who might be able to provide more info?

Looks like the original author was Tisham Dhar, and I assume he's the closest thing to the maintainer. He's pretty active in the World Wind, and I can probably get in touch with him there.
