Hi Team,
the small “2.3.1” link of the GeoServer download page listed in the “GeoServer 2.13 releases” doesn’t work.
The GeoServer download page: http://geoserver.org/download/
Note however that the BIG " GeoServer 2.13.1" link beside the green “Stable” label works.
The 2 links refer indeed to different places:
The big font one: http://geoserver.org/release/stable
The small one in the list: http://geoserver.org/release/2.13.1
Not sure if this needs a JIRA or not (let me know if I need to open one) since I don’t know how the download site is built/populated.

Yes, that looks like the correct fix. Looking at my local files, it seems that I just forgot to add that file to my commit when doing the 2.13.1 release. I’ve merged your PR, and the link appears to be working now.
