CITE tests update
WMTS 1.0: Andrea believes everything is done and it’s now compliant
WFS 2.0: Lots of fixes in GeoServer, still some pending in the CITE tests themselves
GeoServer tickets: https://osgeo-org.atlassian.net/issues/?filter=12102
WFS 1.0 run against the current tests on the OGC server, passes.
Unsure about future work on compliance with the other services/tests.
