White map is not an error, BBOX just does not find any data. With these parameters you will see something.

There is a slight error in 1.3.0 example because not only axis are sometimes flipped in WMS 1.3.0, also what used to be SRS is now CRS because there must be something fundamentally wrong with SRS. But I believe that this was a copy-paste error.
However, I believe that we have found now something that is really interesting. Your layers which work OK with WMS 1.1.1 give this error with valid 1.3.0 requests:

Objects are the same for WMS 1.1.1 and 1.3.0 but only latter finds some of them problematic.
I have no idea where the error comes but it is not anything built-in. Geoserver does work with WMS 1.3.0 in EPSG:3067. You can test it even with top:states

Yes, WMS 1.3 requires swapped coordinates only if the SRS in question uses
north/east orientation in the official EPSG database, you can check its online
version here: http://www.epsg-registry.org/
As a simplified rule, most of the geographic CRS need to use lat/lon order,
most of the projected ones are east/north instead (although there are a few exceptions
of projected SRS that still use north/east order)
