I'm tentatively -1 on this one in its current form,
the wording seems to imply that just three +1, no -1, and no other vote,
would make a proposal pass.
Also, it does not set any time limit, nor I see one in the current process:

Lack of vote on a proposal might mean lack of interest on
the subject from the PSC, which is a good reason enough to stop the proposal
imho (assuming the PSC is formed by people that do care about GeoServer of
course).

Or it might mean that the proposal is made in a period of the year when
people
are exceptionally busy, or having a vacation, which would allow a minority
to hijack
the proposal system.

As minimum corrections to the system, I'd say the proposal can move on to
implementation only if:
* A majority of the PSC members have voted (eventually 0), with at least 3
+1 in it
* At least one week is given to PSC members to express a vote
* A PSC member can express interest and report lack of time, and ask for an
extension
  of one more week
I believe there is also a time limit notion in GeoTools that we could have
a look to.

To avoid stagnation by lack of interest/time from community members the following assurances are provided:

  • svn access for changes is granted within 3 days from the proposal

  • proposal is accepted ‘automatically’ within 15 days (unless objections are raised)

I believe those need to be amended, they were good rules for a more
civilized time, but
right now they are a liability.

In particular:

   - Pretty much only the core contributors were making proposals, so one
   could count of them following both the written rules and the spirit of the
   community, nowadays that's gone, everybody can prepare them (which is good
   in a sense, but bad in others)
   - Back then we were reaching for idea sharing and consensus building
   first, nowaways people come with almost ready pull requests and are
   demanding for rubber stamping, allowing to fast track them is dangerous at
   best
   - When that happens, sometimes the pull request is gigantic, and there
   is simply no way to review it within 3 days unless you drop your actual
   work and dedicate a lot of time to it

In light of that, the rules should be more defensive, if anything, we
should make a proposal to change the GeoTools voting system.
