Yes, it won't affect anything that accesses services the classic way like:
http://…/geoserver/wfs?request=…
It will only engage if a client explicitly accesses via a workspace/virtual service:
http://…/geoserver/topp/wfs?request=…
We could add a flag to allow the admin to explicitly allow this behavior but since the client has to explicitly invoke it, it would be sort of unnecessary. Since the dispatcher will currently throw an exception for a url of this form it is unlikely that any clients are relying on this behavior.
