I’m testing the Geoserver with the INSPIRE extension version 2.8-SNAPSHOT. When enabling the INSPIRE metadata in WFS settings, I’m able to see INSPIRE extended capabilities in the GetCapabilties response when requesting it at the main (not workspace-specific) level. However, if I do the same GetCapabilities request at an individual workspace level, the extended capabilities is not visible. I could not find any option in the UI workspace config for enabling the INSPIRE extension.
Is this functionality by design or a bug? And if it’s by design, can I enable the INSPIRE capabilities also at the workspace level somehow?

I have just double checked this with release v2.8.0 .
If I enable the INSPIRE extended capabilities I get the response both at the global level and doing a workspace specific request.
E.g. both
http://localhost:8080/geoserver/ows?service=wfs&acceptversions=2.0.0&request=GetCapabilities
and
http://localhost:8080/geoserver/topp/ows?service=wfs&acceptversions=2.0.0&request=GetCapabilities
give me the extended capabilities.
If I go to a page for a particular workspace (e.g. Workspaces -> topp using default sample data supplied with GeoServer) and tick the Services -> WFS check box to enable local workspace specific WFS settings I can then go to the Services -> WFS page and select the topp Workspace from the dropdown list at the top of the page to set workspace specific settings. By default, to start with, it has the same settings as the global space but I can change the INSPIRE settings or switch it off altogether and get a different response from the topp specific end-point.

It works the way I expect it to. Perhaps it isn't so obvious that you need to enable local settings for your service on the Workspaces page and then choose the workspace you want to set specific settings for in the drop down list of the service settings page...
