GetFeatureInfo on raster should request a small area at the highest resolution level

The GetFetureInfo on raster data should try to load a small area, let's say 10X10 pixel centered around the mid point of the request using the finest resolution level available or better ignoring the overviews. Notice that we should also be careful in case reprojection is involved even though since, we are going to rerpoject a single point back to the coverage model space we should have too many problems.
