layer level security doesn't prompt for authentication dialog box

When an access rule is defined for a layer which prevents anonymous access, I expect by default basic authentication dialog box will pop up when accessing the layer (for example using wms). However, instead I got message like this when the format is set to application/openlayers:
Could not find layer tiger-ny
By contrast, when access rule is defined at service/method call level, the security is implemented correctly, i.e. I got challegned by authentication dialog box.
The bug prevents us implement a secured GeoServer solution and I consider it a high priority bug.
