Switching to version 2.20.0 I got german umlaut characters like ö, ä, ü, represented with question marks
in the Geoserver web interface using german browser settings.

Some translation files like GeoServerApplication_de.properties in gs-web-core-2.20.0.jar are in ANSI character set instead of UTF-8.

Changing the character encoding from ANSI to UTF-8 (using notepad++) solved the problem.
I changed properties-files in:

  • gs-web-core-2.20.0.jar
  • gs-web-demo-2.20.0.jar
  • gs-web-sec-core-2.20.0.jar
  • gs-web-wms-2.20.0.jar
  • gs-web-wfs-2.20.0.jar
  • gs-web-wcs-2.20.0.jar
  • gs-web-wps-2.20-SNAPSHOT.jar
