Althogh JAVA_OPTS=“-Djava.awt.headless=true” in /etc/default/tomcat9, Layer preview is empty! for authenticated users!.
I installed geofence extension, I tried many ways and I allowed all users will be able to see all layers in a workspace with full access to WMS layers. But it didn’t work. and Layer preview is still empty!.

Unable to render embedded object: File (nouser_geoserver2.20.1.png) not found.
