Description:

When a GetLegendGraphic request comes in without a Rule, a picture illustrating all the Rules should be issued by the WMS. To make Rules distinguishable, it makes sense to add a label. There is a bit of consensus, since Deegree, Mapserver and Cubewerx do it this way.

Populate the label with Rule->Title, if not present fall back to Rule->Name.
