Description:

Simply put, lists of items with checkboxes shouldn’t have a checkbox next to items that cannot be actioned (deleted).
This also means the checkbox won’t be selected if the “select all checkboxes” button is clicked.
While disabling the checkbox ala gridsets is functionally good, its not visually distinct, hence my suggestion to remove them entirely for these items.

Currently behavior is inconsistent with a non-actionable item.

Examples:
Gridsets page, its impossible to tick the checkbox next to the five non-deleteable, default gridsets.

Styles - line, point, polygon, raster styles can all be selected for deletion, but will be detected at the confirmation level.

Service Access Rules list - Lets you go through the process of deleting . rule, but doesn’t actually delete it.

Roles - Deleting ADMIN or GROUP_ADMIN gives a Java Error.

There are probably others.
