As discussed in https://github.com/boundlessgeo/GeoExplorer/issues/28#issuecomment-62690834, GeoServer’s WMS capabilities document’s LegendURL link does not contain the layer’s workspace: <LegendURL width="20" height="20"><Format>image/png</Format><OnlineResource xlink:type="simple" xlink:href="http://localhost:80/geoserver/ows?service=WMS&request=GetLegendGraphic&format=image%2Fpng&width=20&height=20&layer=streams"/></LegendURL In the example above, if there is another layer named streams in the default workspace, we will get that layer’s legend from the link.
