I am setting up an Oracle Spatial datastore, have read
http://geoserver.org/display/GEOSDOC/Oracle+DataStore
and have my licensed copy of ojdbc14.jar ready to go.
If it is not redistributable, why is there a copy of ojdbc14.jar in release/extensions/oracle (on the 1.6.x branch)?

Afaik Oracle allowed us to redistribute it, but I may be mistaken.

It is an odd one; you are allowed to redistribute it as long as your users have to play twenty I am not a terrorist questions (just like when you download it form their site). GeoServer was listed a solutions provider at some point so perhaps that helps...
