I would expect Maven to notice that this dependency was not present and download it from the osgeo repository (where it lives).
Maximilian, please try again (as described by Justin, "mvn clean install" in the app-schema-test directory). If a remote maven repository has a transient outage, maven may skip it and break your build; trying again will help diagnose this problem.
Note that you should only run "mvn eclipse:clean eclipse:eclipse" at the top level (src folder), but you can run "mvn install" for a single module.
Note also that if you use -PallExtensions you should use it for all maven steps.

If you did I would try to execute a clean install from the extension/app-schema directory and see if it fails to download any of the artifacts. If all else fails you can grab the jar manually from any online maven repository and place it manually in your own local maven repository.
