It may be because of my very bad English (especially at oral), but I though that it was the opposite: move the work you did in org.geotools.data.coverage into org.geotools.image.io or org.geotools.coverage.io (depending if they are ImageReader or CoverageReader implementation)?
The code in org.geotools.coverage.io is supposed to be generic. Actually, the aim was to serve as toolkit or base classes for implementations like Geotiff reader. The fact that it has not been used for that may means that its design is not up to the expectation. But some of its feature still have to replacement right now (as far as I know), and the http://seagis.sourceforge.net/observations project for example still depends on it.
What I would like is to bring the two package inline each other. But this is yet another long term task...
