I have just installed geoserver with QGIS 2.6.1 on Windows 8.1 64 and I
cannot seem to connect to http://localhost:8080/geoserver/web. I have
attached a log. Thanks geoserver.log

Hi,
the startup logs look fine. What do you mean by “cannot connnect to http://localhost:8080/geoserver/web”?
You mention QGis, but the address you are referring to can only be used with a web browser?

Also, following the user guide it says "The web admin tool is accessed via a
web browser at http://<host>:<port>/geoserver (for a default installation on
the local host the link is http://localhost:8080/geoserver/web )." But I get
the 404 for that URL.

I believe you are using the OpenGeo Suite and its qgis GeoServer plugin
then?
In that case you should ask Boundless for support, here we can only help
for a standard
GeoServer, there is nothing we can do for the extra functionality provided
in that product.

Only if you have a standard GeoServer downloaded from geoserver.org, the
suite is a product, not a open source project (e.g., different kind of
beast)
That said... the startup logs seem to imply everything started up find, not
sure why you cannot login.
Maybe port 8080 is already used by some other program? Skype sometimes uses
it, Oracle XE does that too, there are
probably other programs using that port as well.

I took a look at the lsit of ports in the firewall and the only one listed
for 8080 is an inbound tcp for geoserver; is that configuration correct?
