guideline.
The following error was encountered while trying to retrieve the URL: http://10.8.55.39:8080/geoserver/welcome.do
Connection to 10.8.55.39 failed.
The system returned: (110) Connection timed out
The remote host or network may be down. Please try the request again.

The 10.0.0.0 network is a local area only one. If you want to access
GeoServer from outside you need to setup your router to perform a NAT
from your public ip address (which you will have to determine)
to your internal machine.
How that is done varies from router to router, there is no single
recipe
Cheers
