Unforunately there's not been much progress on the Ingestion Engine,
though we would very much like to see it or something similar in place.
For what you're wanting to do it sounds like it just begs an
implementation of PutStyle/GetStyle. That feature is definitely in our
task tracker: http://jira.codehaus.org/browse/GEOS-245. It would
involve re-architecting how we handle styles internally, but would be a
very nice improvement that many would appreciate. Volunteers welcome,
of course 
A quick hack that may help you a bit is at:

Basically the very hacky way to do what you want is to modify the xml
files directly on the server. Then you can use the methods here to
kick geoserver to pick up the configs.
