I've been unable to reproduce your bug.
The LatLongBounding Box in the Capabilities file is the one you
specified when you edit the FeatureType using the web interface. This
BBOX doesnt change over time, so if you're adding rows to your PostGIS
table, you will have to periodically update the values using the web
editor.
You should see the same bbox for all these actions:
1. In PostGIS:
select extent(the_geom) from finalroads;
2. In the Web configuration webapp ("config/data/featureType/edit") when
you press the "Generate" button.
3. By accessing the WFS result for the entire dataset:
http://localhost:8081/geoserver/wfs?request=GetFeature&typename=tiger:finalroads
Which one is different? (Please do all 3)
