Yes that summary is fairly comprehensive, with one addition as I said
before a lyr file does not contain actual data. It does not have
geometries or attributes. Which means you must have another file that
does contain the data in some other format. This other file should be
readable and usable by open source applications.

Thanks for the reply. I wasn't sure that a .lyr file was ArcGIS specific. That may explain why my ArcMap can load a .lyr file but I could not seem to find a way for my QGIS client to load it. So my new understanding is that a .lyr file is created by an ArcGIS client and can only be read by an ArcGIS client. It most likely also means that the ArcGIS Server could serve up a .lyr file while a non-ArcGIS server, like GeoServer, cannot. Does that about sum it up as far as you know?

ArcGIS lyr files do not contain data it only contains style rules:

source (likely shapefile) to apply the SLD to. There is an SLD export
