The Distance element has an attribute of "units", which is of anyURI, for this.
<Distance units="your unit goes here">5</Distance>
However, as I understand it, units are ignored.

Subject: [Geoserver-users] DWithin Units
http://localhost:8081/geoserver/wfs?request=GetFeature&version=1.1.0&typeName=topp:states&filter=<Filter><DWithin><PropertyName>the\_geom</PropertyName><Point><coordinates>28\.784925,\-80\.785889</coordinates></Point><Distance>5</Distance></DWithin></Filter>&propertyName=STATE\_NAME
I am using the DWithin as above. Just had couple of questions:
1) As I went through some forum posts it seems like it uses the units that
is used in the shapefiles. Is that correct?
2) Can I change the units to be anything I want, like meters, etc? If so how
do I request it?
