Am I correct in my understanding that GeoWebCache provides caching on the server and not on the client. If not, how can one implement a solution where a cache is automatically created on the client with a Geoserver+GeoWebCache as it happens with using Google Earth for example.

Depends on what client you are thinking of ?
The typical example for GeoServer would be a JavaScript application like OpenLayers. In that case you should go to the featuretype configuration and enable caching, and set it to a really long time.
The webbrowser will then cache the returned images. Google Earth uses the same principle, it uses HTTP headers to decide whether and for how long to cache KML data.
