Is it possible to publish the GeoServer docker image to IronBank (the U.S. DoD’s image repository)? This is something that would enable more government programs to utilize GeoServer as a vetted tool.

Sure, the https://github.com/geoserver/docker repo accepts pull requests. The build/release.sh script has the process we use for release.
We have had DoD folks contact us about security issues; but not take part directly in the project. My usual advise for folks not in a position to work in public to work with one of our commercial support providers.
