Hi Michael,
We have GeoServer 2.17.1 with Tomcat 8.5 and OpenJDK 11 on Windows Server 2019 with two cores and it is fine.
Maybe you have some Extension which likes to run? If you have used the same data directory for all those versions maybe there is an incompatibility between 2.15 and 2.16 which is never resolved?

Hello GeoServer-Users!
We are running GeoServer Relase 2.18.4 on Tomcat 8.5 on a Windows 2019 Server. We have found out that GeoServer consumes at least 10% of the CPU of a 4 core processor all the time.
Using Tomcat 9 everything is fine. As we need to stay with Tomcat 8.5 in this specific project we tried out different GeoServer Versions:
• 2.12 → OK
• 2.14 → OK
• 2.15 → OK
• 2.16 → NOT OK
• 2.18 → NOT OK
• 2.19 → NOT OK
Does anybody know about this problem and if it is possible to avoid it?
