I know that GeoServer is able to provide WMS from Oracle Spatial vector data via its Oracle DataStore extension.
However, I was looking for it to also provide WMS from GeoRaster data – is this an existing capability for which I’ve not located documentation, or is it in the road map for GeoServer awaiting development?

Neither of them. There is no Oracle datastore maintainer at the moment,
we only do custom improvements when there is someone willing to sponsor
them, and otherwise just provide basic mantainance to avoid the datastore from breaking in front of changes in the rest of the API.
There is another Oracle datastore people are talking about, but it's
a rewrite of the vector engine, does not provide georaster support
as far as I know.
If you're interested in developing georaster support in either of
them, we'll be glad to assist you. Otherwise we can find someone
willing to do the work as a paid consultancy.

It's not on the immediate roadmap, but I don't imagine it would be that difficult to code, so probably could be on the roadmap with a bit of funding or an interested developer.
