Geoserver definitely works with tomcat. Just put the geoserver.war file in Tomcat's webapps/ directory and start up Tomcat.
Then you can head to the GeoServer administration menu at: http://localhost:8080/geoserver/welcome.do
When GeoServer starts up in Tomcat, on the command line in all the logging startup text that you see scroll by, there will be several lines that look something like this:

- GEOSERVER_DATA_DIR: D:\Java\Geoserver\gs_trunk\geoserver\web\src\main\webapp\data
----------------------------------
This says where GeoServer's data directory is (you can change this if you want). The next step is to put your shapefiles somewhere in there. Then, follow the steps in this tutorial to load a shapefile into GeoServer.
