In GeoServer you can change the name of the layer to the harmonized layer name as required by INSPIRE. But in the getCapabilities XML the layer name is always combined with the name of the store. You can’t get rid of the store name: store:harmonized_name…

The “harmonized layer names” problem means that GeoServer cannot name layers as INSPIRE requires? I think I misunderstood this point.
I’m sorry for this newbie question, but we’re evaluating the feasibility of an INSPIRE project.

No multilingual services as yet possible though but Inspire does not mandate that.
Also no harmonized layer names but those are due end 2012 IIRC.
