Is there any way of knowing when an enhancement request gets incorporated into Geoserver. I am specifically looking at GEOS-4469 (http://jira.codehaus.org/browse/GEOS-4469).

Yes, if you create a jira account you can watch any issue and will be notified whenever any change to the ticket happens, including when it gets resolved by a developer.
