Never mind. I think my debugger was somehow out of sync.
2.1.RC1 appears to be the correct version of geotools that comes with RC2.

GeoServer 1.3.0-RC2 does not have geotools "2.1.RC1" because my debugger
disagrees with the line numbers in SLDParser.java.
Does anyone know which of these other "2.1" versions of geotools RC2
actually ships with?
