Does anyone know a place to get a simple open source base layer for the world – png / tiff? I am looking for something that is just 2 colour, sea (blue) and land (pale yellow) but struggling to find options. I’d like to install it to my own server, not an ajaxy call.

I would go for a vector layer of land masses then (and fill it in yellow) and use blue as the background. I just don't know where to
find a good shapefile with those characteristics that's also free to use... VMAP0 is an option, but it's way too detailed for what you
want to do.

Here is an svg world map I generated from the vpf0 data set that you might be able to use.

Save to your local hard drive with a right mouse, modify the colors to suit. Then open it in FireFox, Opera, or IE with the ASV Adobe svg plugin. You can either capture/print the screen or get an open source svg to png converter like Batik to create the png/jpeg
You can change the colors to suit by editing the svg text. Here is an svg reference:

vpf0 is public domain data.
