udig (http://udig.refractions.net/) can export SLD styles.
qgis (http://www.qgis.org/) can too.
The styler application (demo at http://suite.opengeo.org/styler, out of service at the moment) that is part of the OpenGeo Suite can create SLDs “live” in GeoServer (as soon as you hit save they will be publicly available).
You can also try the CSS community module, which generates SLD files - see http://docs.geoserver.org/stable/en/user/community/css/tutorial.html

sigh, i just double-checked and the CSS plugin is working fine when I run direct from sources. I guess something is getting out of whack on the way through the community release process.

a late answer, but AtlasStyler (http://en.geopublishing.org/AtlasStyler) is a WYSIWYG SLD editor based on Geotools. In version 1.6 it has support to style shapefiles, postgis and wfs data.
upload of shapefiles + sld to geoserver via rest extension are planned and will be implemented as soon as some users request it and offer testing.
