Does any one know if there is a way to underline text using SLD cssparameter ?

I don't think it is possible.
But I doubt it would be too difficult to add in, maybe as a vendor option.
You can add it to our task tracker Jira (http://jira.codehaus.org/browse/GEOS) as a 'wish' and we can look into implementing it.
